Letters from the council aren't the most exciting thing in the world - and you'd be forgiven for dumping them in the same pile as the marketing mailshots from companies you used once, years ago. Except this one's different.

The Household Enquiry Form (HEF) is posted to your letterbox by your local council between July and November each year – and responding to it is not optional. In fact, failing to act on it could land you a £1,000 penalty fine. This is what you need to know.
